2) They gather resumes of people willing to work for $20 / hour less than your budget
(the consulting firm may not know what an i5-iSeries-AS/400 is)

4) They present only the people willing to work for lower rates

5) Of course, you pay the consultant plus a premium for the consulting firm

6) You pay the consultant 40 hours / week even if he is idle
